MVPD Arrests Ratcliff, Wanted on Kidnapping and Robbery Charges

MOUNT VERNON - Just after midnight, Patrolman Collins, a police officer with the Mount Vernon Police Department, was off duty, on his way home when he observed Travis Ratcliff, of Mount Vernon. Ratcliff was indicted on kidnapping and robbery charges.
Collins Observed Ratcliff entering his residence on, an apartment on E. Chestnut St. Officers could hear movement inside and attempted to make contact at the residence, but no one would come to the door. Officers had reason to believe Ratcliff was armed and dangerous. The Mount Vernon Police Department, assisted by officers from the Knox county Sheriff's Office then in setting up a perimeter around the residence. The Knox county Emergency Services Unit was called to the scene.
Intelligence led officers to a nearby apartment, which they entered around 3:05 AM. Ratcliff was apprehended and transported to the Knox County Jail.
