Knox County Grand Jury Indictments

MOUNT VERNON – Knox County Prosecuting Attorney Chip McConville reported that the Knox County Grand Jury handed down twenty indictments Monday for felony crimes including Kidnapping, Aggravated Robbery, Rape, and the theft of a large amount of Red Bull.

 

Simon M. Boucher, 32, of Mount Vernon was indicted for two counts of Aggravated Robbery and one count of Kidnapping, all first-degree felonies, and an additional count of Kidnapping and two counts of Felonious Assault, all second-degree felonies. Travis L. Ratcliff, 35, of Mount Vernon was indicted for Complicity to all of these charges. The victim alleges that Boucher and Ratcliff bound and beat him for several hours with a crowbar before letting him go. The victim’s ribs were broken and he had several items and cash stolen from him. This case was investigated by Mount Vernon Police Ptl. Justin Trowbridge.

 

Phillip A. Humphries, 60, of Mount Vernon was indicted on six counts of Gross Sexual Imposition, all third-degree felonies. It is alleged that Humphries had sexual contact with two victims, both under the age of 13. This case was investigated by Knox County Sheriff’s Detective Dan Bobo.

 

William N. Strouse, 46, of Mount Vernon was indicted for aggravated burglary, a felony of the first degree, felonious assault, a felony of the second degree, and having weapons while under disability, a third-degree felony. The indictment alleges that Strouse entered a Plaza Drive residence and brandished a pistol at the occupant, threatening to shoot her.  Strouse has two previous convictions for drug trafficking which make him ineligible to possess firearms. These charges prevent Strouse from lawfully owning a gun. This case was investigated by MVPD Ptl. David McElroy.

 

Steven E. Cole, 36, Mount Vernon was indicted for Possession of Heroin a fourth-degree felony, Aggravated Possession of Drugs, a fifth-degree felony, and Illegal Use or Possession of Drug Paraphernalia, a fourth-degree misdemeanor. While serving an active arrest warrant, Ptl. Jason Payne found Cole with items believed to be heroin, methamphetamine, and paraphernalia on his person.

 

Michael R. Bird, 35, of Mount Vernon, was indicted for Receiving Stolen Property and Aggravated Possession of Drugs, both fifth-degree felonies. During a traffic stop by the MVPD, Bird was alleged to have been in possession of methamphetamine. In a subsequent traffic stop by the State Highway Patrol, Bird was found with a stolen license plate on his vehicle. This case was investigated by Cpl. Rex Young and Tpr. James King.

 

Kevin R. Fawcett, Jr., 39, of Mount Vernon was indicted for Carrying Concealed Weapons, a fourth-degree felony.  Knox County Sheriff’s deputies responded to a suspicious person call on Harcourt Road and alleged Fawcett had a loaded pistol in his pocket. This case was investigated by Dep. Kevin Durbin.

 

Allen L. Henderson, Jr., 31, of Mount Vernon was indicted for Possession of Heroin and Aggravated Possession of Drugs, felonies of the fifth-degree; Tampering with Evidence, a felony of the third-degree; Obstructing Official Business and Resisting Arrest, both second-degree misdemeanors. Henderson led Sheriff’s Deputies on a foot chase after an officer observed what he believed to be a drug deal. This case was investigated by Dep. Terry Wolfe.

 

Jason L. Loew, 31, of Columbus was indicted for Theft, a felony of the fifth-degree. Loew is alleged to have taken more than $2,000 worth of Red Bull from the Mount Vernon Kroger. This case was investigated by MVPD Ptl. Aaron Collins.

 

James M. Looney, 24, of Fredericktown was indicted for Unlawful Sexual Conduct with a Minor and Corrupting Another with Drugs, both fourth-degree felonies. This case was investigated by KCSO Det. Dan Bobo

 

Jon Minard, 44, of Mount Vernon was indicted for Rape, a first-degree felony, Gross Sexual Imposition and Unlawful Sexual Conduct with a Minor, third-degree felonies, and Public Indecency, a second-degree misdemeanor. This case was investigated by Det. Dan Bobo.

 

Morgan E. Tedrick, 23, of Mount Vernon was indicted on two counts of Breaking and Entering and one count of Possessing Criminal Tools, all fifth-degree felonies, and one count of Petty Theft, a first degree misdemeanor. Tedrick was found in a garage by a homeowner on the South Side of Mount Vernon. Items belonging to the homeowner and the homeowner of a previous break in were recovered. This case was investigated by Cpl. Travis Tharp and Ptl. Mike Wheeler.

 

Paul D. Wolfe, 47, of Mount Vernon was indicted for seven counts of Receiving Stolen Property and one count of Forgery, all fifth-degree felonies. Wolfe is alleged to have stolen a book of checks, which were cashed for $4,450. This case was investigated by KCSO Dep. Kenneth Aurand.
