Prosecutor's Office Announces Indictments

The Knox County Grand Jury handed down eighteen indictments for felony crimes on Monday. The charges included rape, multiple burglaries, and aggravated arson. Arraignments in these cases are scheduled for Friday, August 14, 2015 in the Knox County Common Pleas Court.



Rickey R. Gockenbach, 58, of Mount Vernon, was indicted for two counts of Rape of a child under 13, first degree felonies, and one count of Sexual Battery, a third degree felony. Gockenbach is accused of having sexual relations with his stepdaughter over a period of 10 years. This case was investigated by Det. Daniel Bobo of the Knox County Sheriff’s Office. The investigation is continuing and additional charges are possible.

Michael Daley, 20, of Danville, was indicted for two counts of Rape, first degree felonies, Failure to Provide Change of Address, a third degree felony, and two counts of Gross Sexual Imposition, fourth degree felonies. Daley was previously convicted of Gross Sexual Imposition, a felony of the fourth degree, on September 13, 2010, in the Knox County Court of Common Pleas. The indictment also alleges that Daley engaged in sexual conduct with a minor. This case was investigated by Det. Dan Bobo and Lt. Dan Weckesser of the Danville Police Department.

Trevor Lewis, 24, of Utica, was indicted for one count of Rape, a first degree felony, and two counts of Importuning, felonies of the fifth degree. The indictment alleges that Lewis engaged in sexual conduct with a minor less than thirteen years of age and the Lewis was at least four years older than the victim. The case was investigated by Det. Dan Bobo.

Derrick Lute, 26, of Mount Vernon, was indicted for Aggravated Burglary, a first degree felony, Domestic Violence, a fourth degree felony, and Violating a Protection Order, a third degree felony. The indictment alleges that Lute forcibly entered 600 W. Chestnut St. on July 22nd, 2015 and committed domestic violence against Kelly Lepley. The incident allegedly occurred in violation of a protection order issued by Mount Vernon Municipal Court. This case was investigated by Ptl. Zachary Uhler of MVPD.

Mark A. Fell, 42, of Mount Vernon, was indicted for one count of Aggravated Arson, a second degree felony. Fell is alleged to have set fire to his South Main Street home after getting into a verbal argument with his wife. The fire was investigated by Det. Tim Arnold of the Mount Vernon Police Department and Assistant State Fire Marshall Jason Whaley.

Devin E. Frazee, 29, of Mount Vernon, was indicted for Aggravated Vehicular Homicide, a third degree felony. Frazee is alleged to have been driving recklessly and causing a vehicle accident that killed Lois A. Badger. This case was investigated by Tpr. J. P. King of the Ohio State Highway Patrol.

Frank L. Lewis, 49, of Mount Vernon was indicted for Having Weapons Under Disability, a third degree felony. Lewis was previously convicted of Escape in 1985; a charge that prevents him from owning or possessing firearms. This case was investigated by Cpl. Reginald Young of the MVPD.

Levi A. Stacy, 25, of Mount Vernon, was indicted on one count of Grand Theft, a third degree felony. Stacy is alleged to have stolen a Berretta 9mm handgun from Matthew Belcher in April. This case was investigated by MVPD Ptl. Nicholas Myrda.

Michael J. Doyle, 32, of Fredericktown, was indicted for Illegal Cultivation of Marihuana, a third degree felony. The illegal grow resulted in the confiscation of more than 150 marijuana plants, weapons, ammunition and an undisclosed amount of cash. This case was investigated by Tpr. Swan of the Ohio State Highway Patrol and Det. Lt. Gary Rohler and Dep. Kevin Durbin of KCSO.

Jeffrey A. Hill, 36, of Centerburg, was indicted for Failure to Comply with an Order of a police officer, a third degree felony, and Receiving Stolen Property, a fifth degree felony. Hill failed to stop during an attempted traffic stop leading to a high speed chase and subsequent foot chase. Hill is also alleged to have been in possession of a stolen license plate registered to Robert Matheny. The case was investigated by KCSO Dep. Jeremy Carpenter.

Tyler C. Krumlauf, 28, of Mount Vernon, was indicted on three counts of Burglary, all third degree felonies, two counts of Grand Theft of a Firearm, also third degree felonies and one count of Theft, a fifth degree felony. The indictment alleges that Krumlauf stole numerous items including two guns, an Apple computer, and jewelry from two Mount Vernon residences. This case was investigated by Dep. Brandon Minot of KCSO.

Jacob A. Randall, 22, of Johnstown, was indicted for Aggravated Vehicular Assault, a fourth degree felony, Failure to Control and Driving While Texting, both minor misdemeanors. This case was investigated by Tpr. Teresa Winans of the Ohio State Highway Patrol.

David A. Sparks, 47, of Mount Vernon, was indicted for Failure to Provide Change of Address, a fifth degree felony. Sparks was previously convicted of Importuning, a fifth-degree felony sex offense, in both Licking County and Lorain County in 2013. The previous convictions required him to register as a sex offender. This case was investigated by KCSO Sgt. Daniel Selby.

Melvin R. Yeatman, III, 22, of Danville, was indicted for Failure to Provide Change of Address, a fifth degree felony. Yeatman was previously convicted of Unlawful Sexual Conduct with a Minor in 2014. The case was investigated by Lt. Dan Weckesser.

Joseph A. Sheets, 20, of Mount Vernon, was indicted on two counts of Theft, one fifth degree felony and one first degree misdemeanor; as well as Unauthorized Use of a Motor Vehicle, also a first degree misdemeanor. Sheets is alleged to have entered his parents’ home, taken their car and debit card, and used the card to withdraw funds from their bank account through an ATM. This case was investigated by MVPD Ptl. Justin Trowbridge.

Calib M. Lang, 31, of Mount Vernon was indicted for Aggravated Possession of Drugs, a fifth degree felony. The indictment alleges that Lang was found in possession of methamphetamine. This case was investigated by MVPD Ptl. Nicholas Holdren.

Andrew R. Havice, 29, of Columbus, was indicted for three counts of Receiving Stolen Property and one count of Possession of Drugs, all fifth degree felonies. The indictment alleges that Havice was in possession of four credit cards belonging to three different victims. He is also alleged to have been in possession of Suboxone at the time of his arrest. This case was investigated by Tpr. Michael Waters of the Ohio State Highway Patrol.

Erica D. Carpenter, 32, of Howard, was indicted for two counts of Theft, both fifth degree felonies. Carpenter was the head teller at First Bank of Ohio and is alleged to have used a debit slip to withdraw $1,270 from a customer’s bank account. This case was investigated by Sgt. Robert Morgan of MVPD.
