Daniel Wood, 18 of Mount Vernon, was cited for speeding.
Daniel Fowler, 44, of Mansfield, was cited for failure to obey a hazardous or no passing zone.
James Duncan, 25, of Mount Vernon, was arrested. He was charged with two counts of domestic violence and criminal damaging or endangering.
A female reported a domestic violence situation with her ex-husband, James Duncan Jr., that occurred on N. Sandusky St.
The female had a visible injury to her neck and there was damage to the entry door to the residence and her vehicle outside.
Duncan was later located by another officer. He was walking. He was arrested.
An officer was dispatched to the 0-100 block of Washington St. in reference to found drug paraphernalia. The complainant stated that her sister had been arrested the day before. The complainant went through the sister's room and found drug paraphernalia. Items were collected and placed into evidence for disposal.
A 2008 Dodge, operated by Daniel S. Fowler, of Mansfield, was directly behind a 2009 Ford Explorer, operated by William L. Mandich, of Fredericktown , traveling east on E. Chestnut St., approaching the intersection of N. McKenzie St. Fowler's vehicle attempted to pass Mandich's vehicle in a no passing zone. When doing so, Fowler's vehicle was struck by Mandich's vehicle.
